This you have to find out Personally.

I'll go through your List.

Churches Back in the 70's & 80's
I considered Churches Fair game & just did it.
everyone who approached me were very Friendly.
As I grew up & the FMDAC started Preaching get Permission,
I started asking. I think I get a 50/50 yes when asking.
I still would not ask at the Joliett Church, in Keffers because
as a Kid I attended it for a couple Months.
But I don't know who to ask really.
You can ask the Preacher some will answer. but some realize they
don't own the church, the people who go there do.
You could ask a Member, sometimes they will answer, Sometimes
They realize they don't own it alone & need approval by all.
But in my opinion all I need is a YES from somone connected to it.

Schools
Paid for with your Taxes, Techincally they are Yours & Open.
Some agree some Don't. so far I have a 100% yes on schools
When I ask.

Libraries, Don't know

Public Property 99% is open without asking
but 1% isn't . Rule of Thumb I go by,
If it's in the Middle of a town with it's own Government. ask.

If it's Small Hick Town, Like Mine, there is no Government
everyone owns their House & Yard, & everything else is fair game.

The best Rule when in doubt Ask,
But, Go to the Bottom first..
This way you can go over their head
if they say no. If you start at the top first you
wasted all the Loopholes.

The Bottom : Police Or a Neighbor
then try a Member or Employee, if you get nos at the bottom.
Still no's or not sures, then go to highest person, or Committee
