Help with Trench Art

Hi all!
This is my new purchase from a flea market.. I'm looking for information about this shell and the picture.
At first sight it looks like a trophy with the initials "E-F" with three arrows in the corner.
I did not find a section in the forum dedicated to Trench Art

To me, it looks like someone has turned this shell casing into a vase.
If you look on the base, you can see spotting on the metal which tells me this piece may have held water in the past.
