Horse picket?

Hi all. Found this with my dad metal detecting the Monocacy battlefield back in the 70s. We've always said it's a horse picket, but that might just be wishful thinking. What say some of you experts? Thanks, Andy

I have never seen one that was hollow/pipe and the eye for the reigns is very small.

Stumped it does look like linkage of some sort!!!!!!

I think Tommy is onto something with his suggestion that it's a "linkage of sorts".
My first thought was that it's a lever that was originally attached to a hand operated plow.

Here's a pic of a similar hand-operated plow, note all the various levers and shafts.
