Horse saddle part?

The first part of your guess ("horse") is correct... but those two objects are not saddle parts, they are "gag swivels" from a horse's bridle. See the scans posted below, showing pages in a 1907 horsegear dealer catalog. Yours has a rounded top-loop rather than a "squared" top-loop, so it is probably from a two-part "gem-swivel," as shown in the catalog's drawing.
