IMO The Copper coating was somehow worn off or maybe by some chemical process , it seems if it came from the mint 'uncoated] it would be a Error coin.

I agree with above in that the copper plating has been removed.

I have posted this before on a different site I think. I know its coated with something but not sure with what. Anyone know? thanks.
I have an extremely similar one. I have no idea but if you find out, please let me know.

My stepmother use to put pennies on the hot plate of the coffee maker to keep the pot from having direct contact. Every now and then, the thin layer of copper would somehow react in such a way the the pennies would come out looking just like yours. Not all of them would do it. I wish I had paid more attention to the years of ones that did. The moral of my story is that your penny is a result of low heat.
