IMO The Copper coating was somehow worn off or maybe by some chemical process , it seems if it came from the mint 'uncoated] it would be a Error coin.

My stepmother use to put pennies on the hot plate of the coffee maker to keep the pot from having direct contact. Every now and then, the thin layer of copper would somehow react in such a way the the pennies would come out looking just like yours. Not all of them would do it. I wish I had paid more attention to the years of ones that did. The moral of my story is that your penny is a result of low heat.
