How does this happen ? global shipping

To make this fast, I put global shipping program on all of my items. Never do I not go without it and if I do I don't ship internationally at all. I had a gold bracelet online for $400 or best offer, I get an offer accept it for $350. I go to send the invoice and the person lives some Country near turkey!!? How in the world are they able to put an offer on the item? I'm not shipping it to them and I'm going to cancel the order, they only have one feedback so I'm hoping it's just some punk who's not planning on paying for it anyways. I just want to know how they're able to put an offer on it when they should've been blocked. Unless I live in the US and then have their shipping address to somewhere else, I suppose that would work? Frustrating I thought I made some money today!!
 

Go to "print shipping label"--but obviously don't purchase label. What address is there?

Since AutoCorrect will just change everything I put on there I took a picture. Somewhere outside of turkey I think
 

There are so many different prohibitions and restrictions concerning the mailing of precious metals and fine jewelry in so many different countries that I make sure I uncheck the GSP box before listing any such item. I just don't want to deal with it. Azerbaijan is one of them. Do not mail it. Precious metals whether manufactured or not (ie-jewelry) are prohibited. Azerbaijan
