Mick, a quick search showed the AFM was organized in 1896, judging from the clothing, your photo is from around 1900, IMHO.

They are in front of the dinosaur museum which was originally the post office. It was built in 1909, but then actually moved in 1934. The light fixture placement (which changed in the move) shows it to be the original location, so it would date to somewhere between 1909-1934. That’s as close as I can get.

I learned of the building movement and current use here:

but they didn’t mention the original build date, so I found that here:

I do wish the date range was smaller, but it’s a start.

Ah, but the key. The key was knowing that was the Kenosha Historical and Art Museum. I don't see that in the photo. Kudos for your deductive reasoning.

The key is having super smart people here. I looked at this photo, and thought it would be cool to find out what building this was taken in front of. Had no idea how to do that. Still don't quite know how Ben did that, but kudos to him for that!
