Looks like an old Barclay, probably 30s-40s.

Maybe your sailor is rare for that reason alone.

He appears to be marching. That's how we did it in the army, too. But if he was to salute, you'd hold the strap with your left hand, then salute.

Really cool. I found mine on my uncle's shelf when I was a boy. Fortunately he is still whole, although I rubbed a little bit of paint off playing with it back then.

I was a kid in the 40's. Seems like I remember as soon as WWII started the lead and cast iron toys disappeared and were replaced with plastic. My guess is your sailor dates to the '30's or before.
