It appears to have clauses excepting casual usage, which would cover all ordinary md'ing and I cannot find the components that limit access to private lands.

It is however the result of someone with too much time on their hands. I for one do not believe anyone in Congress wrote it, it was written for them by some special interest group(s) and given the names of the sponsors and their history makes it worth a second look, at least.
