Also, is it true that you can only use plastic shovels / scoops?

I wonder what their definition is of a "shovel"? Does that apply to a scoop also? Does anyone make a strong enough scoop to work out in the surf? Why would they care what the scoop or shovel is made of anyway? Looks like more crazy rules that make no sense.

I hunted HHI with no issues, using a long handle scoop, did okay finding 5 gold in 2 days there, no one said a word to me about detecting or my scoop.

Same here, have hunted 5 or 6 times long scoop no problems. Safe beach at night, good finds, low junk. Best find was an abandoned poker game. The tide comes in quickly. Big difference in area from low to high tide.
