Hypodermic needles and syringes

In the last few outings I have found two hypodermic needles on the beach in the sand. It has made me think twice before grabbing handfuls of sand. Think I'll just sift with scoop from now on. I wonder if some bio waste company is dumping this stuff offshore? Or maybe drug users on the beach?
