I'd like to know if I can use my battery powered gold cube on the bank of the lower Columbia and if so do I need a permit? The regs are, to say the least, a bit confusing.

If your in Oregon you need a 600 permit, they are free

NO you do not. all Oregon beaches and water lines on rivers are open to the public. Hunted along Columbia many times. Junk and fishing lead.
