I think this is probably one of the many c. 1898 commemorative medalets depicting the ill-fated USS Maine which exploded in Havana Harbor, an event which triggered the Spanish-American War. "Remember the Maine !" etc. Here's an example:

One quick footnote to the story of the USS Maine: The declaration of war gave the US the opportunity to seize a strategic warm water harbor - Guantanamo Bay - which is still a US military base.

Modern investigations of the wreckage of the Maine have determined that it probably exploded due to a spontaneous fire in a coal bin - not uncommon for ships of the era.

Interesting, though when the Maine entered Havana harbor she was only a "two-stacker"; yet, I've also seem pics of her with three. Wonder when the conversion from three to two occurred. Pic entering the harbor here: http://members.aol.com/XPUS2/PR.html
