I have 3 original rolled 1963 & 1964 pennies with this on them. Is it an error? If so, what would it be worth?

I see progressive indirect die transfer, not an error just a sign of a very late die stage.

Now that you pointed that out, I see it, too. I was scratching my head on this one.:notworthy:
 

Late die state and a fingerprint is all I see.

Many people snapped up the new pennies [in 1959] as "collector's items," particularly following a news story pointing out the small "o" used in "THE UNITED STATES oF AMERICA" as an error at the Mint. This impression was quickly corrected by artist [Frank] Gasparro who said that the small "o" was not done in error but rather had been done deliberately to give design appeal to the lettering on the penny. Citing precedents for the lowercase letter, such as the Franklin Half Dollar, the Liberty Walking Half Dollar, the Peace Dollar, and several commemoratives, he said, "I did it to break up the pattern."

This will no longer be the "case" as the new Union Shield reverse from 2009 will be used in the future. [without the 'lower case' small O].

I think its a die clash. You can see the figure of lincoln on the reverse side. When you put it under the coin microscope, you can see die cracks in places. The L in liberty is up the rim of the coin also. The impression on the reverse, especially, is bulged. The pictures really don't do it justice. I do promise you there is no fingerprints. These coins are brilliant uncirculated right out of the original bank roll
