Looks like part of a ladies sash buckle
I thought about women's fast buckles, I thought about picture frames, possibly name plates.. but in the end I still don't have a clue thanks for all y'all's replies though.. AtomLee

Yes appears to be an insert from a small picture frame, soldiers carried these in the civil war...not sure of the provenance or backstory on where you dug it but cool relic nonetheless!
Dead smack in middle of Perryville KY. actually on merchants row in Perryville. And that would fit with location and timeline. Thank you all

Well I thank you all... I believe I found exactly what it is .. a buddy of mine had this from his great-great-grandmother from the mid 1800s
Care to share.

Many members suggested picture frame, from this information you edited your original post by adding a frame with a picture.

I'm confused.

Not likely they would have used copper as it turns green with age, brass would have been a better choice.
