I need a refresher course on this buckle please

I have checked my harness/horse tack references for this, but seem to be coming up empty handed on this particular design. Seems to me that one similar was posted a while back, and it was ID'ed as something other than a harness buckle, but I can't find that post. Thoughts??

All the ones I have seen with a raised centre bar, are regarded as Horse Tack buckles.
