Looks of an old key, but along the lines of a gas key, or piano tuning key, or large clock key, maybe a wafer lock. Hard to tell with all the crusties

It could be a key to a gas lamp on a copper line and this turns the light on or off ?

May be a key, may not be a key. Clean some of the glob off, mainly on the round end and post again.
