improperly cleaned

I've got a few coins from my LCS for a quarter just to fill some holes in my folders. They are sold cheap due to improper cleaning.

My question is... Can I run a coin under water and pick at it with a qtip and or a toothpick with out it losing its numismatic value.

The coins in question are just caked with dirt and the black grime from the coin hoppers.

according to what I just heard on the Beyond Site and Sound radio show ,, that is about the only acceptable way to clean a coin ..........
