The study's authors suggest that ending CEQA litigation abuse is the most cost-effective way to restore the state's middle-class job base; make housing more affordable; ensure that taxpayer funds are spent on projects – not process; and improve the future of the nearly nine million Californians living in poverty. The authors recommend three moderate reforms to curtail the abuse

Wouldn't be too much of a stretch to say that CEQA like the ESA hasn't done anything it was intended to do. Used for more harm than good. Unless of course your the right people than it really need not apply at all.

ive noticed that amoung the hundreds or thousands of wacoenviromental groups in EACH state that some of these "clubs/groups" may have only a few members. some only have 2 BUT they get all the money they want to push their agenda and "we" support them through our taxes and the money these groups sue for. and generaly we sit and watch someone else fight for our rights all while we go out having a good time and then complain when it don't go the way we think it should have gone. what can a normal person expect from this lack of support? there are several really good efforts / people out there doing all they can to fight this only to get criticized for their efforts.
