I'm assuming it's either brass or bronze. Looks pretty old, but how old I can only guess. As to what it is. I'll go with a wild guess and say it's a sight off a Roman crossbow. Those protruding objects on the outer perimeter are there to assist at dialing in on windage and elevation. 😁

As well as Red - Coat a couple of other expert eyes have concured and have told me it's late iron age early Romano British (100BC-100AD).
Nice result that. Thanks all.
Now that's a great piece of history that you recovered, congrats.
