I don't know if it is one, but it looks like a base plate for a cast iron stove. the "spinning things" can be rotated to let ash and coals fall into the ash pan. The wood stove in my shop is made like that, though it only has one "spinner".

As others said, coal clinker grate - from the bottom of a coal fired stove. Just confirming with a pic.
