Can anyone tell me what this iron thing is, the cone-like thing can change it's position, from the hook-like thing?

Yes,it's a cant hook. Still used today. I've got 2 that are older than that one and still use them. Don't know what they used back when but it may nor have changed much at all. Mine are just the hook and a slip on collar.

Actually it is a peavey, not a cant hook. Peaveys have a point on the end and cant hooks are blunt on the end.
