Is Detecting Seaside Oregon ok?

Unless it's a federal beach (as opposed to city, county, or state owned), I would just go. That's the way it is here in CA anyhow. And heck, even on fed. beaches, only a few even care there either (ie.: only enforced if some sort of historical monument uppidy up place).

But if you asked enough city, county, or state people, they might morph something about cultural heritage and say "no", but in reality, would never have paid you any mind, or ever noticed you.

I have been in Seaside many of times no problems I was at a park in Seaside by the school a bunch of kids saw me and they were impressed that I was filling in my holes and making it look like I was never their they thought that was neat
 

Oregon State Parks require a free permit, so if the beach you are on is part of a State Park, then you technically need a permit. I don't know anyone who actually has gotten a permit, and I don't think you will be bothered as long as you are not leaving a path of destruction behind you.
