Is HAARP changing weather patterns?

Intense energy emitted by Extremely Low Frequency waves is heating up the atmosphere. Is it changing weather patterns causing droughts and record high temperatures? Is it re-routing the jetstream?

Is HAARP manipulating the atmoshere? If so, why?

P.S. I am not a conspiracy theorist, merely curious thus the questions.
