Umm this is very small as you can see it fits around my pinky finger, if you have one of these and it's not on your finger, I feel for you.

It is a napkin ring from a restaurant. It was probably absconded by someone to be used as a ring but found it to be uncomfortable.

I have seen these at some very expensive restaurants.

funny you found that .iam building a new sign for the imaginarium.its a childrens museum with dinosaurs and stuff like that.dont know what that is but i bet its a trinket they sell at the gift shot for children though its not a prince albert in a can. did you find that on the west coast of fl.?or east coast? the aquarium/museum is in fort myers fl.
