Yes, that was in Indonesia, on the line between Jakarta and Bogor.

In 2012 it was reported that they had tried a number of measures to stop ticketless and desperate passengers clambering onto carriage roofs: lowering the overhead electrical wires; hanging football-sized concrete weights above the tracks; and installing low-hanging ‘brooms’ soaked in foul-smelling goo.

They claim the overcrowding, which resulted in the deaths of dozens of people every year, has since been largely eliminated by the more conventional approach of better gate control at stations and fleet upgrades.
