I've seen different thoughts on what this is. Is there a definitive answer? I found it near other CW buckles, relics, etc...
And what might its value be?

The back, with the remnants of the 3 iron pins, would say it was mounted to something, not worn directly like a badge may be. Nice find.

measurements or a picture with a known object such a coin to show the size/scale are very helpful for anyone to give you an ID. Not knowing the size, I'd say it is likely a saddle or horse tack ornament
