It IS off center, but still within normal tolerances. It has no extra value. It is only valuable if some of the features of the coin are missing.

We would need to see both sides to tell if it is off center or misaligned dies. Regardless of which it is, it is not off enough to be worth more than ten cents.

9999 times out of 10000 that is a misaligned die. Either way, worth 10 cents, no more. Very, very common.
