Is this a celt?

I recently found this on a large island in the Mississippi River in Iowa. It was on the exposed clay layer that is underwater a lot of the year, so there has been a lot of wear from sand. I’m pretty sure it is a celt but wanted to get the opinions of people on here who have more experience than me!

Depends largely on what the stone is. Hard enough to take an edge and hold it ? Or soft sedimehtary material ?

It’s very hard stone, no visible grain but I’m not sure what type. Definitely not the typical limestone we have around here. The gravel bars on the river are glacial leftovers, so the local tribes used a variety of materials. What I assume is the bit edge has some damage
 

It doesn't look like it has a worn, grinded bit edge nor any evidence of pecking and grinding that I can see from your pics. I'd say that bit edge damage is "creek chatter". I think it's a natural, water eroded, celt-shaped quartz(?) rock.
