Is this a cloth seal?

I found this near a railroad depot that had a lot of soldier traffic during the civil war. It looks to me like a cloth seal or bag seal, but I can't tell where it's from. I can read the letters "GA", and that would make sense because I found it in Winterville, Georgia. Can anyone help with additional information. This is my first find.

Welcome to Tnet. Yes it's a seal I see the Ga could the other letters be R R for Ga railroad? Possibly a door seal? HH

I have one with a date on it of the 1850s, so they go back a ways. They were also used on wire bales to indicate gauge. I would love to find a rr one like yours.

That's really awesome. Thank you for the help. Since the Winterville depot was a supply depot for the war I bet I'll end up finding more of these, and hopefully something even better.
