Is this a pocket watch key?

While out hunting an old park today, I came across the item in the picture. The penny is for size. The protruding end of the piece has a 6 sided inset, sorta like a lug nut remover for your car, only much much smaller. Any ideas?

Looks like it may be a glow plug wrench for a model airplane/car engine. Is the park large enough for R/C airplanes or cars? One type is shown below. Just a guess.

It's a large park, and I guess that they could run cars around it someplace, but there really isn't a big open area in the park, but there is a school close by with large open areas there. Too many trees for model airplanes. Thanks for the idea as to the possible identification.
