Looks like one. If it's threaded inside, it definitely is. They used to screw them onto wooden pegs on the cross arms on the poles.

It looks more like a big bottle stopper with the part that goes in the bottle broke off. Is the small part broke off or made that way?

I think it is..... I think it's the top of a two piece insulator, I used to collect them years ago, and I still have a huge collection in storage at my mom's house. The problem I have saying for certain is that I really haven't kept up with them, and some of the knowledge I used to have has been replaced by other trivia over the years (seems I can't learn new things without forgetting a couple old ones)

It could also be a specialty type that I'm not immediately recognizing.... I'll poke around a bit and see if I can find anything that matches

I suspect it is a battery rest.
Used in the late 1800 's - early 1900 's

I thought it was a stopper too perhaps for a car boy but the nub part isn't broken.

My first thought was perhaps a canning jar glass closure lid. There were many different types than most would think. Here are two of mine that are likewise two inches in diameter.
