What's the story with this piece... Is it Wedgwood?

We really don't want to extract it from the setting to see if it's signed.

The Wedgwood brooches I have seen have an open back/bezel frame. Many other companies produced jasperware besides Wedgwood. They were the ones that made it popular. The trombone catch helps date it between the late 1800's up to around WW2 and probably made by a European company.
