It does look like a tank wrench.
It takes more than a picture to ID iron/steel types. There are hundreds of alloys and while the exact composition won't be exact, the different common ones usually can be ID'd. Ferrous metals can be ID'd with a spark test using a bench or portable grinder. The sparks will be different for various iron/steel types.
There are examples of the sparks on line. It takes a careful eye at first.
This is helpful in dating ferrous items as steel is historically fairly recent.

It does appear to be a tank wrench, it is also a sand cast piece. I've never seen one like that before?
