It's not a watch. Have no idea what it is. At the bottom is a pointed shaft. There is a copper wire just above the round inside part. It has a hard green coating but underneath the coating it looks like it was chrome plated. The thingy on top may have turned at one time but I can't tell for sure. The green coating around the top shaft prevents it from turning (if it ever did turn) I'm guessing the green stuff was not on the item originally. Maybe it was dropped into something that hardened later? But enough speculating. What the heck is it?

Moto Meter temperature gauge (minus some parts) like you'd find on the radiator cap of a Model A car. used to have a thermometer in it

Remains of a motometer?
Oops, moments too late.

Maybe the case for an old automotive volt meter.

I believe the first 2 replies are correct. Don't know how you two came up with that. A google search didn't come up with an exact match but it sure looks like a moto meter to me. Believe I posted my pictures upside down. Looks like many moto meters had a round (probably glass faced) indicator showing colors which is positioned like the item I found. I assume green for cold and red for hot.. This is the closest example I could find.

The copper wire suggests it was not for a compass or pendulum but that was a better guess than I had. I'm going to call this a moto meter and a solved mystery.
Thanks

I believe Mudflap is indeed correct, looking at the probe/prong thingy on the bottom.

I almost did not return to this thread thinking my "what is it" was identified. The picture on the right that Mudflap posted looks very much like my item. I was certain it was a Moto Meter until I saw that picture. Thanks everyone for the suggestions. And thanks to Mudflap this thread is definitely solved.
