✅ SOLVED I've Found these Before But Now I'm Tired of Wondering

I was dump diggin' last week and came up with this brass item. This is probably the third or fourth one I've dug over the years. This one cleaned up fairly well so I figured I would post it. Tired of wondering what they are.

The decorative top piece has "Made in USA" along the bottom on one side. The other side has some letters that I can't make out and the number 2112 (RUSH collectors item?? )

The concave discs are held together by tabs from the top piece. There is a thinner piece of metal sandwiched between the two.

Since the top is ornate and looks like an H in the middle I was thinking along the lines of a small handle like a womans powder puff or something along those lines...Something that's not metal and rots away leaving this piece behind.

Anyone recognize it?

It looks like two back to back "R's" to me. I have seen that before somewhere but can't remember what it's from. I'll be watching...d2
