I've owned this for 20 years, but what is it?

I'm not even sure where I got this but it was probably at a garage sale. I've owned it for 20 years at least but I never knew what it was used for. The lense magnifies.

My only guess is that it was mounted somewhere and a light was behind it?

A coloured filter for a ships signal lamp. so you can look closer to the sun.
