Lafitte Deux is correct, it is definitely the spinning gyro component of a toy gyroscope. I owned one of that exact same kind in my young childhood, over 50 years ago. Note that on Sara's find, both of the wheel's shaft ends are cone-shaped, to permit spinning in the ring-shaped frame. You'd wrap a piece of twine around the shaft just above the wheel, then pull the twine quickly, which made the gyro-wheel spin very rapidly. Due to the gyroscopic effect, that would make it do amazingly cool "balancing" tricks for you.

I agree with cannonballguy............ a toy gyroscope. I remember playing with one yeeeaaars ago also.
