That photo was taken in Okanogan, Washington, a city that now has a population of 2,373. The city was one of the last regions in Washington that Europeans settled, and it was used as a thoroughfare to get to British Columbia.

The northern end of the valley is Sicamous BC which the hwy 97A begins. First road was established in 1865 for the gold rush, Eagle pass-Revelstoke BC, then it was replaced in 1885 CPRail track was slayed on top of most of the original track.
