Knapsack hook?

Found this at a site where a 1860 to 1880 navy button was found and potentially site of a union camp. Still trying to determine that, but this little item may be part of the puzzle if it is a knapsack hook. You can see some similarities, but also different. Any help appreciated.

I would say NOT a knapsack hook because the hook is nearly closed. Knapsack hooks are made to be hooked and un-hooked every time you wear your pack. You couldn't hook this one.

Don't know what your piece is... Is it bent at the big end?

I thought possibly the hook was bent or collapsed with the end broke off. I know this piece doesn't look functional as is, but if the end was button shaped instead of cone shaped I would think it was a good theory.
