Sorry, I don't know it, except that it was found in Mechanicsville, VA. I didn't find it. Someone sent the pic to me asking if I could ID the time period.

I'll take a stab at it.

It's modern 20th century made out of a light duty leaf spring . The partially drilled hole is a alignment hole for the axle block pin.
