Lapel Button, SVW Rochester NY with Flags

here is another collar or lapel button i couldn't ID. it features a spoked wheel (?) design, crossed pennants with blue, yellow, and red stripes containing the letters LVW, a cipher of SVW, and "Rochester, NY".

i didn't have much luck researching the initials or the flags. there are a few flags using this colored configuration of horizontal stripes but i couldn't find an exact match. perhaps one of you guys recognizes this insignia or other clues.

SWV ?? Sons of War Veterans ??? I find a variety of label pins for the 'Sons of Veterans'.

I think the center cypher may be a script LVW - to match the flags.

There was a popular bicycling club in Rochester in the late 1800s called the "Lake View Wheelmen". it used L.V.W. as an abbreviation. Maybe it has to do with that?
