Looks like a lead seal, is there any evidence of any thin wire between the two parts?
They were used (in Australia anyway) to seal bags of flour etc, also placed on the locks of boxes and chests to
guard against tampering.

looks like a seal, but my thinking is its too perfect not to mention no sign of wire or holes to load the wire

It's the word guaranteed that has me thinking, the guarantee obviously does not apply to the actual item found,
(why guarantee a small piece of lead? and as what? a small piece of lead?) So I'm thinking it must have been
attached to something or included with something.
