Looks like the writing says "Spectemur Agency" Maybe law enforcement ?

My gut feeling is that your button is a more modern civilian type, I have found similar styles in jars of buttons and dug up the odd one which usually doesn't fare too well in the ground compared to the usual old brass ones.
