I looked at this for a while - with my old eyes. My first thought was "carriage foot warmer". But it seems a bit small for that...

There's many types of snuff. Snuff that a person put the inside of the lower lip.
Powdered snuff could be snorted.
I never chewed snuff but I use to sneak it in for an old fellow in the Psych. ward at the hospital where he spent his winters. (late 70's early 80's)
