That kind of looks like a napkin ring from late 1800's or early 1900's. Just a guess.

Why do you think it's plated? Is there silver plate flaking off? Is there obvious green corrosion showing? In your pics it just looks like dirty silver.

It was flatten. I bent it out on the side it looks like a different color under neath but haven't cleaned it yet. Those are great ideas.
