lost ww2 dog tag like to find owner

15 years ago my dad cpt herb found a ww2 dog tag in a patton training camp,Ironmountin camp, in southern mojave since then it has been setting in my dads artifact box,
About 5 years ago i took it out and tried to find the owner or his relitives i had no luck.
Since then i have been wearing it as a good luck charm, The soldiers last name is Bissell and my last name is Bussell.
I want to know if some one could help me get this soldiers dog tag back to his family. It would be great if i could give it back.

Interesting since that serial number does not tie to that name--if it's US ARMY. Check this out:

Maybe it's just a personalized tag.
