Marked "Made in italy for Shillitos" Figure What is it?

Found this guy this weekend and I have been looking all over to identify and Havent found anything.. any ideas??

It is marked on the bottom with a 1923 date. Measures 9" tall. Thanks for your help!

Whats it made of wood , plaster or bronze ?
