I'm guessing that it's Victoria, with her crown on the reverse? There appears to be a bit of text on the bottom of the reverse, which might help if anyone can make it out.

I can't find a match either but I suspect it is an Australian Victoria Diamond Jubilee medallion.

That article suggested the image is that of a male; clearly, it's Queen Victoria (but not the same token):

Above the quote on the page from the person inquiring about it there's a blurb drawing the same conclusion we have about being Victoria... In defense of the presumably knowledgable folks there (in the event they ever visit us here).
