I'm guessing that it's Victoria, with her crown on the reverse? There appears to be a bit of text on the bottom of the reverse, which might help if anyone can make it out.

Well, I found another, with the same speculation as to who it is, but no further info: (3/4 down on page) Volume 11 Issue 11******************************* INTERNET EDITION

Although there is no writing at the bottom of the reverse of the one in the link, so maybe I just imagine anything being there on the one here?

I can't find a match either but I suspect it is an Australian Victoria Diamond Jubilee medallion.

Above the quote on the page from the person inquiring about it there's a blurb drawing the same conclusion we have about being Victoria... In defense of the presumably knowledgable folks there (in the event they ever visit us here).
